MDL-11288: Copy Activities within a Course

There’s a feature request in tracker to allow activities to be copied within a course. It’s something that was suggested as a possible project for Moodle Hack/Doc Fest and it just came up on our own campus this week.

    Don’t stop at activities! There are some resources that would be good candidates for the copy function (labels mostly, but copying some resources would be good, especially if you only need to change a bit of the text.)
