MDL-17258 Custom non-numeric scales to have assigned numeric value in gradebook

One of the problems we ran into with Moodle this semester was its inability to allow you to assign arbitrary numbers to letter grades. You can create a letter grade scale, e.g. A-F, and Moodle will assign values to those letters for you, but you can’t manually tell it you want an A- to be “92″ instead of “90″ (or visa versa).

It’s functionality that exists in Blackboard, and this feature request in Tracker seeks to get it added to Moodle.
